A meeting was held to discuss the start of the 15th Five-Year Plan-Sinotruk Group delivered a speech.

February 24th marked the first working day after the Lunar New Year holiday. The Shandong Provincial Party Committee convened a provincial conference on ensuring a good start to the 15th Five-Year Plan, focusing on the spirit of General Secretary Xi Jinping’s important speeches and instructions during his inspection of Shandong. The conference mobilized the entire province to further dedicate themselves to their work, fulfilling their responsibilities with unwavering spirit and a relentless fighting attitude, ensuring a good start to the 15th Five-Year Plan and striving to write a new chapter in Shandong’s modernization.

Lin Wu, Secretary of the Shandong Provincial Party Committee, attended and addressed the meeting. In his speech, Lin Wu pointed out that the past year was an extraordinary and challenging year for Shandong, but also a year of progress despite difficulties and inspiring achievements. Under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, we firmly shouldered the mission of “leading the way and taking on major responsibilities,” forged ahead despite pressure and adapted to changing circumstances, went all out to boost the economy, cultivated new qualities according to local conditions, deepened reforms to seek breakthroughs, overcame difficulties and prevented risks, and made new progress in all aspects of our work, achieving a successful conclusion to the 14th Five-Year Plan. This year marks the beginning of the 15th Five-Year Plan, and a good start requires good action. All Party members and cadres in the province must further strengthen their sense of responsibility, enhance their ability to shoulder responsibility, and fulfill their duties, with a constant sense of responsibility and a thorough understanding of all matters, to ensure that all tasks are carried out more effectively and efficiently.

Lin Wu emphasized that being proactive, responsible, and dedicated is an essential requirement for opening up new horizons for development. Since the 18th CPC National Congress, General Secretary Xi Jinping has made a series of important statements on encouraging cadres to be proactive, responsible, and dedicated, pointing the way forward for us. We must deeply understand the high expectations placed on us by General Secretary Xi Jinping, act humbly and shoulder our responsibilities, and resolutely uphold the “two establishments” and “two safeguards” with concrete actions. We must deeply understand the rapid changes in the situation, strengthen forward-looking planning and strategic layout, and firmly grasp the initiative in development. We must deeply understand the difficulty of contradictions and problems, maintain strategic focus, strengthen our efforts to overcome difficulties, and promote the steady and long-term development of a modern and strong province. The vast majority of Party members and cadres must be aware of their responsibilities, shoulder them, and fulfill them in action, continuously stimulating their intrinsic motivation.

Lin Wu pointed out that to accomplish tasks, start businesses, and fulfill responsibilities, we must grasp scientific methods and be courageous in pioneering and forging ahead. We must accurately position ourselves with a holistic perspective, constantly aligning ourselves with the central leadership, coordinating development and security, leveraging our unique advantages, and responding to the concerns of the masses to ensure that we always align ourselves with the Party Central Committee, resonate with the development of the times, and work together with the people. We must strive for excellence, setting challenging yet achievable goals. Major economic cities should take the lead, while other cities should set higher expectations and act proactively. All departments and units should focus on their core responsibilities and strive for first-class performance, creating new achievements through hard work and practical action. We must concentrate on solving difficult problems, enhance our sense of responsibility, make good use of reform methods, strengthen collaborative thinking, and continuously open up new prospects by overcoming difficulties, fighting risks, and meeting challenges. We must comprehensively coordinate efforts, balancing key priorities with overall planning, addressing immediate needs with long-term benefits, and focusing on specific areas while considering the big picture, striving to find a balance among multiple goals and achieve breakthroughs through systematic advancement. We must firmly adhere to the bottom line, maintaining constant vigilance and awareness, taking proactive measures, and resolutely upholding policy, legal, and ethical bottom lines.

Lin Wu emphasized that to be proactive and responsible in undertaking initiatives and fulfilling responsibilities, a positive environment conducive to striving for progress must be created. We must uphold a correct view of performance to guide our commitment to practical work, earnestly conduct education on establishing and practicing this view, and strive to achieve results for the people through concrete actions. We must maintain a clear personnel selection orientation to incentivize commitment to practical work, improve the cadre evaluation mechanism, and emphasize a focus on responsibility, practical work, and tangible results. We must ensure that commitment to practical work is supported by strong capabilities, enhance our keen and focused abilities, and prioritize training and developing cadres in demanding frontline positions. We must guarantee commitment to practical work through a combination of strict management and care, strengthen the full-cycle, all-round, and comprehensive management and supervision of cadres, and deepen the rectification of formalism to reduce the burden on grassroots levels. At the meeting, the principal leaders of Yantai City, Jining City, the Provincial Party Committee Organization Department, the Provincial Department of Industry and Information Technology, Shandong Heavy Industry Group, Shandong Agricultural University, and Rushan City delivered speeches.
